    Made a few phone calls this morning firstly to the Vehicle Safety Compliance Certification Scheme on 1300 336 206 who told me then to call the "Roads and Maritime Services Tech Info Line" on 1300137302 for the information that I was asking about.

    Identified myself as the owner of Classic Honda 50's Australia and asked about the legalities of modifying a registered Z50 minibike in NSW. Was informed that an increase in engine size of 15% is allowed and that anything above this will require certification by a VSCCS Licensed Certifier who can be found in the document "Vehicle Safety Compliance Certification Scheme No 1 - Licenced Cerifiers" shown above in the 1st post.

    It also has to be shown that the bike in regard to suspension, braking and frame strength is suitable for the capacity increase.

    Some important parts of the above documents that were discussed:

    7. Frame or suspension modifications
    Motor cycle design is a complex task. Before you modify your motor cycle’s frame or suspension, you should be aware that structural changes to the frame, steering head, front forks, suspension, brakes or wheels may load vital components well beyond the limits for which they were originally designed; this will increase the probability of failure and will be a danger to the rider and to other road-users. The RTA will register a modified motor cycle with a properly designed custom frame, extended forks and structural modifications but only if submitted with a report from a recognised engineering signatory, detailing the changes and showing that the changes have not made the cycle unsafe. It is recommended that you seek the advice of an engineering signatory before the modification is commenced. Vehicle Standards Information sheet No. 15 “Engineering Signatories” lists engineering signatories recognised by the RTA.


    RECORDING CHANGES
    If a motor cycle modification affects any of the details shown on the registration certificate (engine number, engine capacity or the addition of a side-car or side-box), the law requires that you give notification of such alteration and forward such certificate to the RTA for adjustment.

    A WORD OF ADVICE: CHECK WITH YOUR INSURANCE COMPANY BEFORE MAKING ANY CHANGES TO YOUR MOTOR CYCLE AS SOME MODIFICATIONS MIGHT MAKE YOUR INSURANCE COVER VOID.


    Back in the early 80's I had a friend who installed a 308ci V8 in his stock LJ GTR, unfortunately his brakes did not work that well with the increased power and weight, he ended up writing off an almost new Mercedes Benz due to not being able to stop as well with the wrong 6 cyl brakes, his insurance company dropped him and he ended up paying $100.00 per week back for 5 years.


    Will contact an engineer for further verification in regards to engine, brakes and suspension mods.

                  Varies state to state with NSW and WA being the most leient.
                  might be worth contacting this guy (engineer) for modding zeds in QLD as Garrygoodbloke mentions

                    Madz50: after reading your post, I decided to give him a ring. He doesn't do engineering tags, but he is gonna check out how we fit a big motor in, an how we go about getting a plate and/or what's needed. He's gonna get back to me on Monday

                      cool cool, post your findings on here Gimp, info on all states would be good, after talking to a few cafe racer guys that build bikes WA's the place to be.

                        Have more info to post for each state.

                        As for nation wide I am no expert on this subject but there is a National Code of Practice for Light Vehicle Construction and Modification (VSB 14) that covers most of what each state is covering in their own documents.

                        I will be taking my JZ through the certification process and see what is involved.

                        In the early 80's I was a member of the Hunter Torana Club with a highly modded LH Torana, I remember discussing that if a particular modification was engineer approved and certified that the same mods on other vehicles could be certified more easily as the approval document already existed for that particular mod, I hope it is the same now or was actually like that to start with.

                          AFAIK WA is 25% increase engine capacity before an engineer is needed. Makes a Tonelli with a 155 look legal.

                            Spoke to a local engineer in regard to my JZ build, Gregory South at G-Force Automotive in Narellan NSW, explained that I would be running a 125cc stroker engine with around 6 times the power of a stock 50 and that is based on the original Honda bottom end and will be running a custom exhaust, stock forks with HD bushes and springs, stock rear swingarm with improved Takegawa shocks, stock frame, fenders, handle bars, controls, wheels, and brakes with improved pads.

                            His concerns were that the exhaust would be quiet enough, that the brakes were suitable and up to task and suggested a better tyre than the original tractor tread.

                            Explained that I will be using a DOT approved Heidenau road tyre, will make sure that the exhaust meets noise requirements and check what other models the brakes were used on. Will be back in touch with him when the bike is running.

                            The Z50A, J1, JZ and early R's brake pads were used to stop quite a few different bikes:
